03/18/2008: Shared Fuel Facility Discussion
The Town Supervisor reviewed with the School
Board the option of using Town facilities for a shared
fuel facility to reduce tax impact on property owners
while at the same time enabling the School District to
meet its objectives.  The discussion culminated in a
need for the School Board to study the situation and
decide how best to move forward.  The Tri-Board
was mentioned as one possible avenue for the next
step in these discussions.
02/21/2008: Economic Strategic Planning
The Town Supervisor presented to the community
information on the state of the economy, population
trends, government spending trends, and economic
development approaches that could significantly
enhance the economic well-being of the community
for decades to come.  Public comment was
welcomed.  Statistical information was provided by
Cattaraugus County Department of Economic
Development, Planning & Tourism, US Census Bureau,
Portville Central School, and the Town of Portville.  To

03/01/2008: Property Tax Monitor
The Office of Real Property Services, which is
responsible for property tax assessment and
practices, has introduced a new web site to inform
people about emerging property tax reform initiatives
and changes in its department's practices.  Check out
the
February and March Issues.  These publications
will be retained on the Town Assessor page on our
site.
03/19/2008: Spring Mosquito Spraying Approved
The Town of Portville Board approved Cattaraugus
County mosquito abatement spraying program to
significantly reduce this spring's and summer's
mosquito population.

Portville Town Supervisor, Terry Keeley, testified
Wednesday April 2nd in Buffalo before the
Governor's Commission on Property Tax Relief.

04/02/2008: Keeley Testifies Before Governor's
Commission On Property Tax Relief
February 17, 2009 all TV broadcasting converts from
analog to digital.  If you have an analog TV (generally
those that are not flat screens), you will need a digital
to analog converter.  If you have a cable box or
satellite receiver, you are all set.  If not, you may need
to get a TV converter box for your TV to work after
February 17th.  A US Government program was
created to provide $40 coupons to reduce your costs
to acquire a TV converter.  The coupon application
form is available by clicking on the icon below the
main menu.
04/10/2008: TV Converter Box Coupon Program
In accordance with the Ethics Policies of the Town of
Portville, any property assessment adjustments of
elected officials or appointed officers will be fully
disclosed to the public with the rationale for that
adjustment.  Terry Keeley and his wife Cindy who
own and live on the property at 1280 Portville-Obi
Road, Portville, NY 14770 (Tax Map ID 104.002-1-27)
had Joseph C. Butler,  licensed appraiser, evaluate
their property on April 8, 2008 which was sent to the
Keeleys by email on April 10, 2008.  That appraisal
was then submitted by email on April 10, 2008 to Dan
Martonis, Acting Assessor of the Town of Portville.  
Dan Martonis sent his decision to adjust the 2008  total
assessment to the appraiser's valuation of $179,000
from the prior 2008 assessed valued of $229,900.

04/14/2008: New York State Codes On-Line
The New York State Codes governing building code,
energy conservation construction, existing buildings,
fire codes, fuel gas code, mechanical, plumbing,
property maintenance code, and residential code are
now available on-line on our
Building Dept, Planning
Board, Zoning Board of Appeals, and Laws, Agmts,
Reports pages.
04/15/2008: Planning Board Positions Open
The Town of Portville Planning Board has three board
members positions open with terms expiring
12/31/2010, 12/31/2011 and 12/31/2013.  Any Town
of Portville citizens interested in being on the Planning
Board should email, mail or call Dave McCoy or any of
the Town Board members.
04/16/2008: Home Improvement Exemption Law
Passed
The Town Board, after hearing public comment,
passed into law the "Home Improvement Exemption
Law" which is a local implementation of Section 421-f
of Real Property Tax Law.  The Town Board strongly
supports this local legislation because it encourages
residential improvement, potentially increases
population through drawing people to buy in Portville,
and will ease the tax burden on the property owners.  
This law allows a partial exemption of up to $80,000
for qualifying residential improvements.  To learn

04/16/2008: Business  Improvement Exemption
Law Enacted
The Town Board, after hearing public comment,
enacted the "Business Improvement Exemption Law"
which is a local implementation of Section 485-b of
Real Property Tax Law.  This law allows an initial 50%
exemption for qualifying business and commercial
projects in excess of $10,000 with no upper limit.  The
Town Board unanimously supported this legislation
because it will encourage business development,
potentially stimulate new jobs, and will attract new

04/16/2008: April 16th Town Board Meeting
Financial Update
Supervisor Keeley updated the Town Board and the
public on the status of tax collection as well as the
Town's cash assets.

04/16/2008: 2 New Fun Sites Added To The
"Lighter Side" Menu
Check out two new additions to The Lighter Side
menu - "America's Library" and "Nasa Kids Club".
04/16/2008: Terri Batt Appointed Councilperson
The Town Board voted unanimously to appoint Terri
Batt as Councilperson replacing Marlin Jeffers who
resigned March 31st. Terri brings a wealth of
community service experience, sound fiscal values,
and citizen advocacy to the Town Board.  Ms. Batt
was sworn into office and will serve as
Councilperson through the remainder of 2008.  The
remaining Councilperson term running from January 1,
2009 through December 31, 2009 will be determined
through simple majority vote at the November, 2008
general election.
04/16/2008: April 22nd is Earth Day
Everyone can benefit from a little reflection on how
