02/21/2008: Bond Anticipation Note Planning
The Town currently has a total of $60,000 in Bond Anticipation Notes (loans) that come due in mid-June, 2008.
The Town Supervisor is suggesting paying these off if at all possible at that time because the gap between the
interest we earn and the increase we pay on that amount is a loss of 1.5% to 2%. However, we will need to see
whether there are sufficient funds to pay off those notes.
02/21/2008: Board of Assessment Review Members Sworn In
The Town Board has selected and sworn in the new 5-member Board of Assessment Review. Gary Van Dusen
and Kirk Austin have been selected as the Chair and Deputy Chair respectively. Paul Slawiak, Liz Augostini and
Mike Batt have been selected as Members. The Board of Assessment Review will receive its training in April and
will begin hearings in May. See Town Leadership for more information.
02/21/2008: 7th Planning Board Member Selected
The Town Board has selected and sworn in Charlene Van Dusen as the 7th Member of the Planning Board with a
term expiring on December 31, 2014.
02/21/2008: Revised PCSD-Village-Town Police Services Agreement For PCSD Approved
The Town Board approved the revised text of an agreement that provides Village Police Services to select
activities at Portville Central School District. The Town is a party to this agreement because the school rests on
Town property. Funding for these services will be paid to the Village exclusively by the school.
02/21/2008: Kennel Service Agreement Update
The intermunicipality agreement to provide kennel services to the Town of Allegany was countersigned. The
agreement with West Clarksville is still pending signature by that township.
02/21/2008: Financial & Investment Update
The Town Supervisor provided an update to the Town Board as well as the community on that state of the Town's

02/21/2008: 2008 Assessment Update
Dan Martonis, Acting Assessor, provided an update on how the 2008 Assessment process will work and how
property owners can best ensure that their assessments are accurate. To learn more about what was said, click

02/21/2008: Court Clerk Hours Temporarily Increased
At the request of Justice Hale, the Town Board a temporary increase of 4 hours per week for the Court Clerk to
catch up on court paperwork and records management. The temporary increase is approved until the end of
May, 2008.
02/21/2008: MBIA NYCLASS Investment
The Town Board approved through Resolution RES-20080220.1 that the Supervisor may invest funds in MBIA
NYCLASS, which satisfies all NYS banking laws and Municipal laws, to gain higher interest rates than the Town is
receiving from banks. MBIA NYCLASS is a consortium of municipalities, fire districts, schools and county
governments which pool their money together to get better rates and liquiditiy without sacrificing asset protection.
02/21/2008: Local Law 1 2008 Passed
On February 20th, the Town Board passed Local Law 1 2008 which provides for the administration and
enforcement of the New York State Uniform Fire Prevention and Building Code. Click here to see the law.
02/21/2008: In-Box Designation Resolution
NYS Municipal Law Article 3, Section 20, Subsection 4 states that draft laws in their final form can only be
mailed to legislative members' homes or placed on their Town desk. Since the Town Board members do not
have desks in the Municipal Building and to guarantee timely delivery of local law drafts, a Resolution
RES-20080220.2 was passed by the Town Board to designate the Town Board members' in-box as their desks.
02/21/2008: E-Mail Amendment Resolution
To get Municipal Law Article 3, Section 20, Subsection 4 into the 21st century for delivery of a local law draft in
its final form to legislative members efficiently and economically, the Town Board approved Resolution
RES-20080220.3 to enable Assembly Member Giglio to propose legislative change to enable e-mail as a means
of delivery in addition to USPS mail and delivery to the legislative member desk.
02/21/2008: Cemetery Board Membership Approved
The Town Board approved having a Town Board Member as a non-voting member of the Chestnut Hill Cemetery
Association Board of Directors. Resolution 20080220.4 further stated the initial designation of Denny Cornell,
Deputy Supervisor, to be the non-voting member of that board. The rationale for this action is that the Town
funds more than $5,000 a year to that operation.
02/21/2008: Article 78 Lawsuit Settled
The Town Board voted to settle the Article 78 lawsuit by agreeing to its dismissal, that no costs would be borne
by the Town other than its own legal fees, and that the lawsuit can never be re-introduced for any reason. To see

02/21/2008: Shared Fuel Facility Discussion
The Town has suggested to the Portville Central School District and the Village that they consider establishing a
shared services agreement and obtain grant money to collaboratively expand the existing above ground fuel
facility at the Town Municipal Building. This proposal may be less costly than the School acquiring land and
building out a completely new facility. Local fire districts could also join in to share the Town's fuel facilities.
The Town Board feels that a study should be done and reviewed with the public to see if this recommendation is
worthwhile.
02/21/08: Economic Strategic Planning
The Town Supervisor presented to the community information on the state of the economy, population trends,
government spending trends, and economic development approaches that could significantly enhance the
economic well-being of the community for decades to come. Public comment was welcomed. Statistical
information was provided by Cattaraugus County Department of Economic Development, Planning & Tourism,
US Census Bureau, Portville Central School, and the Town of Portville. To see what was presented, click here.
02/21/2008: Office Buildout Within Town Municipal Building
Noting the Board's direction to improve risk management, Deputy Supervisor Cornell suggested either a
comprehensive or phased approach to building additional offices and record retention space to properly support
administrative services while maintaining information integrity and security. Comments from citizens during the
meeting concurred with the need and recommended a comprehensive approach rather than a phased approach
to minimize cost. With a projected cost of $37,000, the public asked that the town's next step be to get an
architect to draw plans to validate approach and cost. The Board approved taking that next step.
02/21/2008: Tri-Board Meeting Minutes Reviewed
The Tri-Board is comprised of a non-quorumed number of members of the Portville Central School school board,
Village of Portville Board and Town of Portville Board who meet to discuss topics of shared interest and potential
leverage to optimize service delivery and minimize cost. The subjects that were discussed at the late January

03/11/2008: Planning Board Position Open
At the March 19th Town Board Meeting, a public hearing will be held to receive comment on the proposed
Local Law 2 2008 to repeal passed Town Laws that reduced NYS standard veteran's exemptions.

The Cattaraugus County Planning Board will be holding its monthly public meeting at the Westons Mills
Community Center at 1310 Olean Portville Road, Westons Mills, NY 14788 at 7:00PM on March 27, 2008. It is
a great opportunity for our community to learn more about what is planned in the future throughout Cattaraugus
County.
03/12/2008: Cattaraugus County Planning Board To Hold March Meeting In Portville
The Economic Stimulus Act of 2008 enables the IRS to send you a one-time payment of up to $1,200.
However, to be eligible for this one-time payment, you must file a federal income tax return for 2007 using
Form 1040. To understand in more detail how this works, click here. Click IRS Form 1040 and IRS Schedule
B to obtain the minimum necessary forms for filing.
In an effort to ensure that the public has the most up to date government information, we are placing all of
the Town of Portville Local Laws, Resolutions, and Ordinances on-line. Local Laws require recording in the
Town Minutes and with the NYS Department of State. Resolutions and Ordinances require recording in the
Town Minutes. Updates will occur as we are able to verify that all procedures were followed in the adoption

With the resignation of Marlin Jeffers, the Town Board is seeking candidates to be considered to fill this elected
position up through December 31, 2008. The remaining term from January 1, 2009 through December 31,
